Tercon was contracted in 2003 to ship a small fleet of equipment via ocean freighter from Montreal to Baker Lake. In the winter of 2004, the equipment was transported to site via Delta ATVs or driving over a snow-packed road and frozen lakes.
In 2005, the airstrip was built, followed by the tank farm in 2006. In Winter 2007, site development commenced. Throughout this time, the work continued without any fixed link beyond Baker Lake and only a very short re-supply season from Churchill and Montreal. This project was as much a logistics project as a construction job.

The wall measures 57m x 57m at the base and reached a height of 9.5m. The wall was designed and monitored by a third party engineer and was built with wire baskets, geogrid and geofabric.
